PRIVATE PROPERTY

Private Property Parking Enforcement

CPIS may be authorized by property owners, condominium corporations, commercial property managers and other lawful occupiers to administer parking rules on private property. The program can be based on posted parking terms, permit requirements, visitor rules, payment conditions, property declarations, by-laws and other applicable agreements.

MUNICIPAL / STATUTORY

Municipal Enforcement — Where Appointed

Certain CPIS officers may hold Municipal Law Enforcement Officer and/or Provincial Offences Officer appointments. When acting under such an appointment, the officer performs only the duties and enforcement functions authorized by the appointment, applicable legislation and municipal policy.

  • Other legislation specifically included in the appointment

Appointments & Designations

MLEO and POO appointments are assignment-specific.

Where CPIS personnel have formal municipal or provincial appointments, those appointments define the officer’s authority. An appointment may specify the municipality or jurisdiction, the legislation or by-laws to be enforced, the duration of the appointment and other conditions.

CPIS operational procedures require statutory enforcement activity to be performed within the applicable appointment and client direction.

Field Operations

Uniformed and targeted compliance operations.

CPIS may use visible uniformed patrols to promote voluntary compliance and, where appropriate and lawful, lower-visibility or covert observation to document recurring parking abuse, fraudulent permit use, permit sharing, repeat offenders or other conduct that may be difficult to confirm during visible patrols.
