CPIS ENFORCEMENT SERVICES HAS PARTNERED WITH PASSPORT PARKING
Appointed by jurisdiction and/or Province of Ontario
CPIS Enforcement Services Officers hold formal appointments by municipalities having jurisdiction and, where authorized, by the Province of Ontario as Municipal Law Enforcement Officers (MLEOs) and/or Provincial Offences Officers (POOs), exercising the powers and duties granted under applicable Ontario legislation and the terms of their respective appointments.
When acting under a valid municipal appointment, these Officers are authorized to enforce designated municipal by-laws and, where authorized, issue municipal parking infraction notices or Provincial Offences Act tickets on behalf of the appointing municipality.
In addition to municipal appointments, CPIS Enforcement Services is authorized by property owners, condominium corporations, commercial businesses, and other lawful occupiers to administer private property parking enforcement programs in accordance with applicable legislation, contractual agreements, and posted parking regulations.
To effectively protect our clients' properties, CPIS Enforcement Services deploys both uniformed and covert (plain-clothes) Enforcement Officers.
Our uniformed Officers provide a highly visible enforcement presence that promotes voluntary compliance, deters unauthorized parking, and assists residents, visitors, and property management.
Our covert Enforcement Officers operate in plain clothes and unmarked vehicles to identify ongoing parking abuse, fraudulent permit use, unauthorized commercial activity, permit sharing, repeat offenders, vandalism, and other parking-related misconduct that may not be detected through traditional visible patrols. Covert operations also assist in gathering evidence and monitoring compliance where a visible enforcement presence may reduce the effectiveness of an investigation.
Whether operating in uniform or covertly, all CPIS Enforcement Officers are required to conduct themselves professionally, impartially, and in accordance with applicable legislation, municipal appointments (where applicable), client instructions, and CPIS Enforcement Services' policies and procedures.
CPIS Enforcement Services provides both Private Property Parking Enforcement and Municipal Parking Enforcement, where authorized. Although both involve parking enforcement, they are governed by different legislation and enforcement authorities.
CPIS Enforcement Services is authorized by property owners, condominium corporations, commercial property managers, and other lawful occupiers to administer parking enforcement on private property throughout Ontario.
Our authority is derived from the legal rights of the property owner or occupier to establish and enforce parking terms and conditions on their property. When a motorist parks on private property, they are deemed to have accepted the posted parking rules and contractual terms governing the use of that property.
Private Parking Enforcement Notices may be issued where a vehicle is parked contrary to the posted parking regulations, permit requirements, visitor rules, time restrictions, payment requirements, or other applicable conditions.

Certain CPIS Enforcement Officers are formally appointed by municipalities as Municipal Law Enforcement Officers (MLEOs) and/or Provincial Offences Officers (POOs) + Private Parking Enforcement Officers (PPEOs) under Ontario legislation.
When acting under a municipal appointment, Our Officers may enforce applicable municipal parking by-laws and issue municipal parking infraction notices or provincial offence notices, where authorized by the appointing municipality.
These tickets are issued on behalf of the municipality and are payable directly to the municipality in accordance with the applicable municipal by-law and the Provincial Offences Act.
